I have spoken to this user online (he was asking if he was going to be added) and with what he wrote above, I will vote no.

He did not fully answer the form
His answers to most of the form questions was off-topic making me think his English is very limited.
He asked again if his post was "admit or not" when I told him he has to wait for the clan to vote
